"American Holodomor" in 1932-1933. The Public Works Administration (PWA) and the Civil Works Administration organized a mobilization of hunger-stricken people for the construction of canals, roads, bridges, often in uninhabited and marshy malaria areas. At such jobs, up to 3 million 300 thousand people were employed at a time. In total, 8.5 million people passed through the American system of "public works", and "this is not counting the prisoners themselves."

The Civil Works Administration (CWA), created during a lunchtime meeting in November 1933, put 4.3 million people to work 10 weeks later on roads, schools, parks, playgrounds and athletic fields.  PRESIDENT ROOSEVELT's better-known WPA and Civilian Conservation Corps (CCC) employed millions more and left durable monuments all over the country. . . .
