The signing came at a time when newly installed fascist governments in Europe were beginning to beat the drums of war. The Neutrality Acts of the 1930s were an American trend towards isolationism.  This helped and disrupted the Good Neighbor Policy by President Roosevelt.  Mandated by Congress, it led the Americas to believe that the U.S. would not interfere with their internal struggles.  It also made it difficult to directly supply regimes in American Countries with arms as the Neutrality Acts strictly prohibited it, which had been a way for the U.S. to control some governments especially in Latin America.
