"Suzhou River" is full of indirect light, incident light, filtered light.  This scene at a pinkish 'golden hour' is actually an exception, to the mostly interior, night time neon scenes.  A lot of the palette and density is reminiscent of a lo-fi Blade Runner.  I'm not sure I have higher praise for visuals.

Mary Stuart Masterson and Sean Penn in At Close Range.  Sometimes it seems like the film is about navigating smoke and shafts of light, many scenes are painterly in the extreme.  This one is not generally represented by web-stills but here's a good one.

La Femme Nikita (1990). Director Luc Besson diffuses light through burned cordite in this gunfire opera.  A little neon and spray paint near the beginning, this smoky mid-film shootout and a few other set pieces make this a key part of the 'look'.  The way it wraps around, that light appears to be coming from nowhere.
