One of the best places to see the Salt River Wild Horses is the Coon Bluff Recreational Site. If you decide to come to Tonto National Forest to observe the Salt River wild horses, please remember to purchase a Tonto Pass.  You will need a Tonto Pass to park at any of the recreational sites in the Tonto National Forest. Tonto Passes are sold at Walgreen's, Circle K, etc. along McKellips and McDowell roads as you drive towards Power Road. You can also purchase a Tonto Pass online.
