Love this!  These were popular gift items between women; I think in Victorian times.  Always homemade.  Cut outs and tiny watercolors were often used as well as lace accents.

Bookmark (cut 3 strip punch with Martha Stewart punch; cut down strip to 1 from bottom of fan; fold edges up on back to make corner; put charm in; glue down overlapping papers on the back) ETA: I also inked it with distress ink when it was done.
