Mr Steven Dorrel, Health Minister confirmed £50,000 would be immediately allocated from HIV/AIDS control budget specifically for a Gay Men's Health project in Cornwall. In 1992 Malcolm started the ICT (Independent Cornish Triangle), originally a simple gay information leaflet it became a x20 page monthly newsletter for lesbians & gay men in Cornwall.
