You can be feminine and still be a feminist. But you're a pretty crappy feminist if you shame girls who like to be feminine. We're supposed to be fighting for feminine qualities NOT being shamed by society, not do it ourselves and call it feminism.

Feminism has not always helped all women or all people, especially people of colour, trans people, or people who are differently-abled. To tell them that they must identify as feminists is insulting and ignores intersectionality. We are all fighting for equality, lets not fight over a name.
